Caption describes how NRA officials were hurrying the preparation of a code for the shipping industry before a possible strike affecting eastern ports. Condition: This photo has bends on several corners and some other light wear. Photo image has some brown toning. There is a tear on the left edge of the caption sheet. Pencil notations on the back. Overall, still a very nice vintage photograph.
